Resolution 2018-35: Lower Yukon Health Services

WHEREAS, Lower Yukon Subregion (GASH) villages Grayling, Anvik, Shageluk and Holy Cross, receive health care services from the Yukon Kuskokwim Health Corporation (YKHC); and

WHEREAS, GASH villages have expressed numerous times to the YKHC Board President and YKHC Board, that they are not satisfied with the level of services received in their villages from YKHC; and

WHEREAS, YKHC is building a new health care facility in Bethel through a Joint Venture Construction Project (JVCP) Agreement with Indian Health Services (IHS), which will come with a multi-million dollar staffing package that is expected to be appropriated by Congress in the FY2019 budget that will then become recurring funding after the initial appropriations; and

WHEREAS, GASH villages are aware that when Tanana Chiefs Conference (TCC) entered into a JVCP agreement with IHS, the TCC Full Board of Directors had mandated that TCC would increase and expand the level of services to the villages by allocating a portion of the new staffing funding for village based services.

NOW THEREFORE BE IT RESOLVED that the Tanana Chiefs Conference Full Board of Directors requests the YKHC President/CEO and staff to enter into meaningful conversations in 2018 with the GASH villages and the Alaska Area IHS Director about their service needs; and

BE IT FURTHER RESOLVED that the Tanana Chiefs Conference Full Board of Directors requests the YKHC President/CEO and staff to draft a plan in 2018 for approval to the Board that shows how the new multimillion dollar JVCP staff funding will increase available services in the YKHC villages and specifically in the GASH region, creating parity in available service levels, among all YKHC serviced villages.
