Resolution 2019-02: Random Drug Testing for Executive and Health Board and Require Testing 1 Week Before Elections

WHEREAS, Tanana Chiefs Conference (TCC) is an Alaska Native tribal health and social services consortium established by the Interior Alaska tribes and tribal communities, to provide a unified voice in advancing sovereign tribal governments through the promotion of physical and mental wellness, education,  socioeconomic development and culture of the Interior Alaska Native; and the Full Board of Directors created the Executive Board to carry out the management of TCC and also created the Health Board to advise the Executive Board on health matters that need more time and focus, these governing bodies are elected by the member tribal communities of TCC; and

WHEREAS, the law does not require drug testing of the governing boards, but the Executive Board created Board Policy #50-5001 to demonstrate leadership to staff and tribal members of the importance of being drug free; and 

WHEREAS, implementation of the policy for both the Executive and Health Board candidates is challenging as the candidates are village based and TCC does not pay for travel to drug test candidates; and 

WHEREAS, there is a possibility of candidates that are users of drugs that could have taken the drug test months before the convention but are using right before and during the convention; and 

WHEREAS, the Executive and Health Boards should be subject to random drug testing similar to employee random testing.

NOW THEREFORE BE IT RESOLVED in order to meet TCC BOD Drug and Alcohol Policy #50-5001 all candidates should submit and pass a drug test 1 week prior to elections and elected candidates will be subject to random drug testing similar to TCC staff.
