Resolution 2017-12: Jobs in Lower Yukon Subregion

WHEREAS, The federally recognized tribal governments of Grayling, Anvik, Shageluk, and Holy Cross (GASH) are entrusted with protecting the welfare of their tribal members; and

WHEREAS, Our tribal villages have limited jobs and economic opportunities for tribal members; and

WHEREAS, The tribal governments of Grayling, Anvik, Shageluk, and Holy Cross want to increase the number of local jobs in each village; and

WHEREAS, TCC exists only to serve its member tribes; and

WHEREAS, TCC has a fiduciary duty to its member tribes; and

WHEREAS, Our tribal villages are dying due to the out-migration of our families seeking employment; and

WHEREAS, It is our belief that as our villages die out, our tribes will in time disintegrate, eventually becoming extinct; and

WHEREAS, TCC is centralized and providing most of its employment in Fairbanks; and

WHEREAS, TCC has past experience with successful subregional offices located in villages around the region; and

WHEREAS, TCC in its 2015 Annual Report, reported revenue of 182 million dollars; and

WHEREAS, TCC employed 856 people with a 62% Native hire rate, but failed to report the percentage of jobs in Fairbanks vs. villages in its 2015 Annual Report; and

WHEREAS, The tribal governments  of Grayling, Anvik, Shageluk, and Holy Cross requests that data on TCC village employment be included in the TCC Annual Report as the Native percent of total employed; and

WHEREAS, The tribal governments of Grayling , Anvik, Shageluk, and Holy Cross respectfully request that the Tanana Chiefs Conference move more jobs to the villages, including management  level positions.

NOW THEREFORE BE IT RESOLVED that the Tanana Chiefs Conference Full Board of Directors hereby supports moving jobs to our tribal villages in an effort to stop out-migration and to protect our tribes from extinction, fulfilling their fiduciary duty to the Tribes they serve; and

BE IT FURTHER RESOLVED that the Tanana Chiefs Conference Full Board of Directors will hold a special Board of Directors meeting by mid-August 2017 to develop a plan that will review all programs and positions to determine which can be moved throughout the six subregions without hindering the delivery of care and services; and

BE IT FINALLY RESOLVED that the Tanana Chiefs Conference Full Board of Directors directs TCC administration to create opportunities that will provide increased wages and benefits for rural employees.
