Resolution 2017-01: Bertha and Johnson Moses Elder Care Facility

WHEREAS, The Bertha Moses Patient Hostel was established by TCC in the 1980s to house patients, especially elders, who came in from the villages for medical care or extended medical treatment; and 

WHEREAS, Much needed renovations of the hostel were completed in 2015 and operations resumed in early 2016; and 

WHEREAS, The hostel now has a total of ten units, with the five downstairs units being wheelchair accessible, and all units possessing kitchenettes, with a large kitchen and living room common areas as well; and  

WHEREAS, At the 2016 TCC Convention, Denakkanaaga submitted a resolution calling for dedicated elder care facilities in Fairbanks and in the TCC Region, especially for elders requiring some assistance in day-to-day living. The resolution was adopted by the TCC Full Board of Directors; and 

WHEREAS, There are still no culturally appropriate elder care facilities in Fairbanks; and 

WHEREAS, The renovated Bertha Moses Patient Hostel could easily serve as an elder care facility in Fairbanks, serving our elders in need; and 

WHEREAS, General patient accommodations can be handled by the Willow House Hotel, with appropriate food and shuttle service provided; and 

WHEREAS, Bertha Moses, now deceased, and her surviving husband, Johnson Moses, have long been known for their loving support of elders of our region; and 

WHEREAS, The family of Bertha and Johnson Moses support the use of the Bertha Moses Patient Hostel as a dedicated elder care facility. They and also support renaming of facility the “Bertha and Johnson Moses Elder Care Facility,” honoring their parents’ contributions to the support of elders in the TCC Region. 

NOW THEREFORE BE IT RESOLVED that the Tanana Chiefs Conference Full Board of Directors approves the use of the Bertha Moses Patient Hostel as a dedicated elder care facility and hereby directs it to be known as the “Bertha and Johnson Moses Elder Care Facility” in honor of the contributions of Bertha and Johnson Moses to the elders of our region; and 

BE IT FURTHER RESOLVED that the Tanana Chiefs Conference Full Board of Directors hereby directs Tanana Chiefs Conference Health Services to develop a business plan for the Bertha and Johnson Moses Elder Care Facility, in coordination with partnering organizations, to include the placement of an elevator or lift in the facility; and 

BE IT FINALLY RESOLVED that the Tanana Chiefs Conference Full Board of Directors hereby directs Tanana Chiefs Conference Health Services to develop a business plan for locating consolidated patient housing at the Willow House and to present the plan for approval to the Tanana
Chiefs Conference Executive Board.
