Resolution 2019-22: In Support of the State of Alaska to Budget Funds to Support and Fund a Statewide Alaska Indigenous Teacher Training Program

WHEREAS, Tanana Chiefs Conference (TCC) is an Alaska Native tribal health and social services consortium established by the Interior Alaska tribes and tribal communities, to provide a unified voice in advancing sovereign tribal governments through the promotion of physical and mental wellness, education, socioeconomic development and culture of the Interior Alaska Native; and

WHEREAS, the TCC region has many Districts organized under the Alaska State Statutes as REAAs; and

WHEREAS, these Districts represents many schools in our region; and

WHEREAS, the REAA board of educations and the Superintendents continuously search, recruit and hire Certified Teachers; and

WHEREAS, most of the certified teachers hired are from out of Alaska; and

WHEREAS, the lack of local and or rural certified teachers within Alaska causes no other recourse to hire but from out of state;

WHEREAS, the Division of State Operated Schools in 1969 established the Alaska Rural Teacher Training Corps (ARTTC) with  the State of Alaska that evolved to become the Teachers Cross Cultural Education Department (X-CED) Program; and

WHEREAS, the need to restore the X-CED program may alleviate the outside of Alaska teacher hire; and

WHEREAS, there has been successful stories of Rural Teachers throughout Alaska who taught in their home town and or other rural village; and

WHEREAS, there comes a time when our Rural Teachers are retiring that causes all of our District to look elsewhere for certified teachers.

NOW THEREFORE BE IT RESOLVED that the Tanana Chiefs Conference Full Board of Directors request that the State of Alaska Department of Education and Early Childhood Development (DEED) to restore a similar program to X-CED that will fund Rural Teachers Cross Cultural Certificate Program; and

BE IT FURTHER RESOLVED the Tanana Chiefs Conference Full Board of Directors request the State of Alaska to budget funds to support and fund a statewide Alaska Indigenous Teacher Training Program.
