SOLICITATION
Tanana Chiefs Conference (TCC) Broadband Program seeks proposals from qualified firms to design, supply, and commission a Low Earth Orbit (LEO) satellite backhaul system serving the community of Eagle, Alaska. The successful Proposer will furnish, install, and integrate a LEO system capable of providing a minimum 100 Mbps symmetrical connection, scalable to at least 2 Gbps aggregate capacity, ensuring a handoff-ready Ethernet interface within TCC’s broadband facility. This initiative supports TCC’s ongoing broadband infrastructure deployment across Interior Alaska and is critical to ensuring reliable connectivity and redundancy for Eagle’s future fiber and fixed wireless networks.
Registration
Contractors are required to register no later than 2:00 P.M. on Friday, October 15, 2025, to receive any addenda notifications. To register, email to Steven Robbins at steven.robbins@tananachiefs.org. Include firm name, address, telephone number, and contact person.
Written Questions
All questions must be submitted in writing to Steve Robbins at the above email address prior to 2:00 P.M. on Friday, October 20, 2025.
The final Addendum responding to submitted questions shall be released no later than October 23, 2025.
Quotes Due
Quotes must be submitted electronically in PDF format by 2:00 PM, Wednesday, October 31, 2025, to steven.robbins@tananachiefs.org. Late submissions will not be considered.
Note: Participation in this RFQ process does not guarantee commitment to contract with TCC, nor does it obligate TCC to compensate for quote preparation expenses. TCC reserves the right to select or reject any quote, issue subsequent RFQs, correct procedural errors, and contract one or more firms for the services described herein.
II. SCOPE OF WORK
The Contractor shall provide all equipment, materials, labor, and supervision required for a complete, operational LEO backhaul system.
• Supply, install, and configure LEO terminals and associated components to deliver a minimum 100/100 Mbps connection per circuit.
• Provide system scalability to 2 Gbps aggregate capacity (via multiple terminals, bonded channels, or enterprise solutions).
• Install all cabling, mounts, grounding, and weatherproof hardware.
• Exterior antenna’s will be installed on the roof with a height of 25’.
• Configure, test, and validate throughput, latency, and redundancy performance.
• Conduct pre-installation site survey to verify line-of-sight and power availability.
• Mount and align terminals for optimum signal and resilience to ice and wind loads.
• Integrate LEO system to TCC’s network infrastructure with 2Gbps handoff to the local router.
• Perform end-to-end testing with TCC’s network engineers prior to acceptance.
• Provide system drawings, configuration files, and warranty documentation.
• Deliver operator orientation for TCC technical staff covering basic monitoring and troubleshooting.
