Scope: Tanana Chiefs Conference (TCC) Health Services is seeking proposals from qualified individuals to work with the Addictions staff to provide peer support services to TCC Behavioral Health clients as a part of their recovery from substance use.
The selected contractor will be responsible for the following:
- Certified Peer Support Specialist will support individuals through treatment including engagement, advocacy, outreach/identified peer support services to assist clients in their recovery journey.
- Travel to 4-5 Tanana Chiefs Conference villages as a part of a Team to provide outreach, engage and train community members on recovery from methamphetamine and opioids.
- Partner with treatment team and clients to assist clients to achieve identified goals including the development and utilization of coping skills.
- Assist clients with navigating behavioral health, education, court systems, and other social services to manage and overcome any barriers.
- Plan and facilitate engagement activities for clients and their familial supports.
- Assist with the provision of recovery support services that provide emotional and practical support to maintain client stability and recovery.
- Facilitate individual and group counseling.
- May work a flexible work schedule including evening hours to meet client needs.
- Accurately and thoroughly documenting all encounters in electronic health record in accordance with TCC policies, procedures, and applicable federal and state laws.
Term: Any contract awarded will be for the duration of December 2025 to April 30, 2026 dependent on SAMHSA grant award. Contractor will be required to keep a detailed record of working hours and submit that with each invoice.
Budget: We expect to pay a max of $30 per hour for a maximum of $21,600 during the period of this contract.
Selection Process: The individual will be selected to provide peer support services based on the most responsive proposal based on the qualifications below. Final selection is planned on or before December 3, 2025.
Note: All contractors commencing work in the territory of the Tribal Government or Tanana Chiefs Conference are required to comply with Alaska Native and American Indian Preference in accordance with Public Law 93-638.

The submittal package must be printed (or formatted for printing) on single-sided 8.5 x 11 inch paper. The proposal must have a cover letter that provides the name of a single person to contact for all information. Please include 3 copies of submittal for review.
Statements of Qualifications and Proposals should include the following:
- APPLICANT PROFESSIONAL WORK HISTORY – Describe your professional work history and lived experience relevant to this position.
- PEER SUPPORT EXPERIENCE – Describe your training and professional experience providing peer support services.
- TRIBAL INVOLVEMENT – Describe your experience working with Alaska Native organizations or clients.
- REFERENCES – Provide three (3) professional references with contact information.
- AVAILABILITY– List your availability during the period of December 2025 through April 30, 2025.
- CONTACT INFORMATION – Provide current contact information so we may reach you with additional questions and/or results of the RFP selection.
- PROPOSED PRICES/COSTS – Detail your proposed prices/rates with consideration of the term of the contract (see Term above).
TCC reserves the right to reject any or all proposals for budgetary, conflict of interest, past performance, federal contract disbarment, or other reasons.
