Governor Declares State Disaster Emergency for Storm-Affected Communities

Governor Mike Dunleavy has declared a State Disaster Emergency following a series of powerful storms that brought high winds and flooding to many regions of Alaska earlier this month.

The declaration, issued on October 9, 2025, includes the following areas:

  • The Kashunamiut, Lower Yukon, Yupiit, Pribilof Islands, Iditarod Area, Lower Kuskokwim, and Bering Strait Regional Educational Attendance Areas (REAAs)
  • The Yukon-Koyukuk REAA and the City of Galena
  • The Northwest Arctic and North Slope Boroughs

This declaration authorizes the release of state disaster funds for individual assistance, public assistance, and temporary housing programs, as well as other recovery and management expenses. The State Emergency Operations Center is coordinating with multiple agencies, Tribal organizations, and volunteer groups to provide support to affected communities.

TCC Region Included

Tanana Chiefs Conference is grateful that the Yukon-Koyukuk REAA, which includes nearly all of the TCC region—except Fairbanks and the Upper Tanana Subregion—was included in the state disaster declaration. This ensures that communities and Tribal members who experienced storm damage will have access to critical recovery resources.

How to Apply for State Disaster Assistance

The Alaska Division of Homeland Security and Emergency Management (DHS&EM) is accepting applications for the State Individual Assistance and Temporary Housing Programs for survivors with damages or emergency expenses related to the 2025 October West Coast Storm Disaster.

You can apply one of two ways:

  • By phone: Call 1-844-445-7131 (Monday–Friday, 9 a.m.–4 p.m. Alaska Time)

What You’ll Need to Apply

  • Proof of residency (e.g., a utility bill showing your physical address)
  • Photos of damage (if available)
  • Documentation of property ownership or lease, insurance policies (if applicable)
  • Receipts or repair estimates

Important Notes

  • Only residents in the declared disaster areas are eligible.
  • The program helps with damages not covered—or not fully covered—by insurance or other resources.
  • For public infrastructure damage or Tribal governments/organizations, the Public Assistance (PA) program may apply instead.
