Child Care Assistance

The Child Care Assistance Program provides services to children who are enrolled members of or eligible for enrollment in a federally-recognized Tribe who are under the age of 13 or up to 19 for children with a documented disability. Services can be provided to families who live in the 42 villages within the TCC region and in the Fairbanks area.

Our Staff and Services

Angela Martinez, Child Care Coordinator
Angela Martinez serves as the Child Care Coordinator for Tanana chiefs Conference (TCC), a role she has held since joining the organization in 2020. Angela brings over a decade of experience in early childhood services, including 10 years with the State of Alaska Child Care Assistance Program. In addition to her work in public service, Angela also owned and operated a Licensed child Care Facility, further deepening her understanding of the needs of children, families, and providers in the childcare system.

Angela originally moved to Alaska while serving as a soldier in the U.S. Army and has remained an active member of the community ever since. Outside of her professional work, she enjoys instructing Zumba and kickboxing classes and spending time with her grown children, blending her love for wellness, family and community involvement.

Noelle Turley, Childcare Assistance Eligibility Specialist
Noelle Turley serves as the Childcare Assistance Eligibility Specialist for Tanana Chiefs Conference (TCC). She began her career at TCC in 2018 as a Family Services and Support Receptionist, bringing with her extensive experience in early childhood and childcare support services. Prior to joining TCC, Noelle worked for 7 years as a Child Care Assistance Eligibility Specialist with the State of Alaska and spent 3 years as a preschool teacher in a childcare facility. A lifelong Alaskan, Noelle was born and raised in Fairbanks and remains deeply committed to supporting families in her community.

The program provides financial assistance in paying for full- or part-time childcare services for parents or caregivers who are:

  • Working
  • Job Searching
  • Attending School
  • Attending Training
  • Participating in a Treatment Program
  • Performing Subsistence Activities (Rural Communities only)
  • Taking care of Foster Children

Program Highlights

  • On average, this program serves 170-200 families each year.
  • On average, this program pays $157,250 each month to childcare providers.

Income Guidelines
Eligibility for the Child Care Assistance Program is based on household size and gross monthly income. Families must fall within the income limits to qualify for assistance.

Relative Provider

A Relative Provider must be related to the children in one of the following ways:

  • A grandparent or great grandparent
  • An aunt or uncle
  • An adult sibling (18 or older)
  • Related to the child by marriage, court decree

Requirements for becoming a Relative Provider:

  • Must be at least 18 years old.
  • Provider application must be completed and signed by the parents and the provider.
  • Providers who reside in the village must also have a TWDS worker verify information on applications.
  • We require all potential childcare providers and anyone living inside the household who is over the age of 18 to provide a criminal background check and OCS Clearance.
  • Complete Infant/Child/Adult CPR & First Aid Certification within 3 months of approval.
  • Complete the Better Kid Care Health and Safety Basics: Requirements for Certification Bundle within 3 months of Approval. Website is http://extension.psu.edu/programs/betterkidcare
  • Providers are required to complete additional 5 hours of training on health and safety standards yearly.
  • Relative provider can reside in rural areas and the Fairbanks area.
  • Care can be provided in the providers’ home or the child’s home.
  • Complete these forms:

Relative Providers can receive up to $2,099 for the first child. Any additional child will be a supplement of $524/month

Approved Provider

An Approved Provider is not related to the child and is a person living in the village. Requirements for becoming an Approved Provider:

  • Must be at least 18 years old.
  • Provider application completed and signed by the parents and the provider.
  • Providers who reside in the village must also have a TWDS worker verify information on applications.
  • We require all potential childcare providers and anyone living inside the household who is over the age of 18 to provide a criminal background check and OCS Clearance.
  • Anyone 18 or older that will be present during the child care hours will need a TB test result.
  • Complete Infant/Child/Adult CPR & First Aid Certification within 3 months of approval.

Licensed Provider
A center or Group Home Child Care with a current childcare license issued by the State of Alaska. Requirements for becoming a Licensed Provider:
  • Apply with the State of Alaska Child Care Program
  • Pass background checks
  • Meet health and safety standards
  • Participate in required trainings

  • Licensed Providers participate in the Child Care Grant Program to receive monthly reimbursements for training and operating costs.
