Resolution 2019-28: Authorization and Support for Tanana Chiefs Conference to Submit a CTAS Purpose Areas 3 and 9 Tribal Victim Services Program

WHEREAS, Tanana Chiefs Conference (TCC) is an Alaska Native tribal health and social services consortium established by the Interior Alaska tribes and tribal communities, to provide a unified voice in advancing sovereign tribal governments through the promotion of physical and mental wellness, education, socioeconomic development and culture of the Interior Alaska Native; and

WHEREAS, the Tanana Tribal Council is the governing body of the federally recognized Tribe of the Native Village of Tanana; and

WHEREAS, the Tanana Tribal Council is entrusted with protecting the health, safety and well-being of our men, women, and children and have identified the need to further develop and strengthen our tribal government and court to fulfill our commitment to protect tribal members; and

WHEREAS, the Tanana Tribal Council recognizes a great need for training and technical assistance to develop tribal codes, facilitate tribal court proceedings to ensure due process, develop an appellate court structure and procedures including intertribal appellate courts; and

WHEREAS, the Tanana Chiefs Conference also recognizes a need for prevention programs to address violence against women, child victms, and at-risk youth; and

WHEREAS, there is a great need for Tribes in the Region to:

  1. Develop and update tribal codes regarding their judiciaries, domestic relations, civil law and order matters; as well as production of a Tribal Court Clerk Manual and Court Rules and procedures;
  2. Receive assistance in Tribal Court facilitation and training on essential skills for Tribal Court personnel;
  3. Develop culturally-rounded prevention programs for at-risk youth; and

WHEREAS, we are fully supportive of the Tanana Chiefs Conference in their efforts to address the need for technical assistance and assistance in our region.

NOW THEREFORE BE IT RESOLVED that the Tanana Tribal Council authorizes the Tanana Chiefs Conference to apply for the Coordinated Tribal Assistance Solicitation Purpose Area 3 and 9 FY 2019 on behalf of the Tribe and are fully supportive and committed to Tanana Chiefs Conference to apply for, receive funding, and to provide services to victims in our Region.
