Resolution 2019-21: Protecting Opportunities to Hunt for Local Village Residents


WHEREAS, Tanana Chiefs Conference (TCC) is an Alaska Native tribal health and social services consortium established by the Interior Alaska tribes and tribal communities, to provide a unified voice in advancing sovereign tribal governments through the promotion of physical and mental wellness, education, socioeconomic development and culture of the Interior Alaska Native; and

WHEREAS, the Interior tribal governments and local residents are caretakers of our treasured traditional lands, wish to express profound concern regarding how these lands are protected and managed; lands that contain the sacred remains of ancestors, traditional hunting, fishing and gathering areas, traditional trails and trading routes; and

WHEREAS, the creator placed the Native people on the land and waters of the to use and care for in a responsible manner; and

WHEREAS, tribal members have traditionally hunted, fished and gathered necessary foods and other natural products from the lands and waters of our own respective regions for thousands of years; and

WHEREAS, the land and waters provide important moose, fish, ducks, geese, grouse, ptarmigan and provides berries and other greens; and

WHEREAS, an increase of outside hunters visiting our traditional local hunting areas limits the opportunity for local resident hunters, less food for village residents including elders; and

WHEREAS, the use of drones and planes to assist in hunting to spot moose creates unfair hunting and could take away from the animals choice to give itself; and

WHEREAS, the practice of hunters not properly caring for meat in a timely way and allowing it to spoil occurs too often; and

WHEREAS, the TCC region includes hundreds of thousands of private lands owned by Alaska Native people in the form of ANCSA lands; and

NOW THEREFORE BE IT RESOLVED the Tanana Chiefs Conference Full Board of Directors request TCC to organize local advisory councils in the state and federal systems to submit regulatory changes that limit outside hunters in local, traditional hunting areas of the village residents, and the use of planes and drones while hunting; and

BE IT FURTHER RESOLVED the Tanana Chiefs Conference Full Board of Directors request the ANCSA corporations create trespass plans during hunting season directed at the waterways and main stems of the rivers and stream which are adjacent to their respective lands; and

BE IT FINALLY RESOLVED the Tanana Chiefs Conference Full Board of Directors request the Alaska Department of Fish and Game and US Fish and Wildlife Service for help to implement regulation and practices to reduce the waste of moose meat.
