Resolution 2019-19: Expansion of Substance Withdrawal Services for Interior Alaska


WHEREAS, Tanana Chiefs Conference (TCC) is an Alaska Native tribal health and social services consortium established by the Interior Alaska tribes and tribal communities, to provide a unified voice in advancing sovereign tribal governments through the promotion of physical and mental wellness, education, socioeconomic development and culture of the Interior Alaska Native; and

WHEREAS, Tanana Chiefs Conference is the healthcare organization that provides medical and behavioral health services in the Tanana Chiefs Conference Region; and

WHEREAS, Fairbanks Native Association (FNA) in partnership with Tanana Chiefs Conference provides detox services where specialized providers are on call 24 hours a day; and

WHEREAS, illicit drug withdrawal is not in the scope of a Community Health Aide to manage. If a patient in a village needs access to detox services, the Community Health Aide is able to provide Narcan and an IV until the patient is transported to Fairbanks; and

WHEREAS, FNA detox seeks to provide comprehensive withdrawal management services and has recently added opioid withdrawal services and is looking into providing stimulant and benzodiazepine withdrawal services.

NOW THEREFORE BE IT RESOLVED that the Tanana Chiefs Conference Full Board of Directors directs TCC to partner with FNA to ensure the villages have access to affordable and comprehensive withdrawal management services at the detox facility in Fairbanks.
