Resolution 2018-05: To Increase Client Appointments with Physicians at Chief Andrew Isaac Health Center (CAIHC)

WHEREAS, Chief Andrew Isaac Health Center (CAIHC) patient handbook states:

Tanana Chiefs Conference Health Services seeks to deliver health care that is grounded in the diverse cultures and values of each community we serve. We will provide accessible patient-centered systems that promote safe, timely, effective, efficient and equitable care that is sustainable; and

WHEREAS, the rural recipients of the CAIHC do not always get timely and effective care because those clients are not always seen by a licensed Physician; and 

WHEREAS, there are times when rural clients are in Fairbanks and need to be seen at the CAIHC, and are seen by a Physician’s Assistant because an appointment was not available with a physician; and

WHEREAS, Urgent care at CAIHC is staffed with Physician Assistants and Physicians and CAIHC has a physician on-call at all times; and 

WHEREAS, the rural clients of CAIHC have village visits in their community by a licensed physician that are scheduled months apart, and at times through telemedicine; and it is common practice at CAIHC that village patients are accommodated to be seen whenever they have a need to be seen, while in town; and 

WHEREAS, clients can’t always schedule their health problems. There are times they need to be seen by a licensed physician while in Fairbanks for other reasons. 

NOW THEREFORE BE IT RESOLVED that the Tanana Chiefs Conference Full Board of Directors directs staff to strengthen the “common practice” and to streamline patient centered services for Chief Andrew Isaac Health Center to make rural clients a priority, for them to be able to be seen by a licensed physician.
