Resolution 2017-19: Assistance to Tribal Governments on ANCSA 14(c)(3) Issues


WHEREAS, Section 14(c)(3) of the Alaska Native Claims Settlement Act (ANCSA) provides that each Alaska Native village corporation established under ANCSA, except for former reservations, shall convey to a municipal corporation (city), or to the state in trust, lands identified for present and future community needs; and

WHEREAS, Many villages within the TCC Region would prefer that  the tribes themselves – rather than either a city or the state in trust – receive these community expansion lands, which has delayed the 14(c)(3) process in those villages;  and

WHEREAS, Fourteen villages within the TCC Region have not completed their 14(c)(3) transfers; and

WHEREAS, Tribes  wanting  to receive these community expansion lands require technical assistance to facilitate these transfers.

NOW THEREFORE BE IT RESOLVED that the Tanana Chiefs Conference Full Board of Directors directs staff to work with village corporations to develop and provide technical assistance on 14(c)(3) issues, subject to the availability of funding.
