Resolution 2017-07: Grade Level Reading Proficiency


WHEREAS, Reading proficiency at the end of third grade is a huge predictor of high school graduation and career success, nationally. Third grade is the critical school year when the student focus changes from learning to read to reading to learn; and

WHEREAS, In 2015, the National Assessment of Educational Progress for Grade Reading found that for Alaska Native/American Indian students, 10% met proficiency (advanced 1% and proficient 9%) but 90% did not reach proficiency (basic or partial mastery 24% and below basic mastery 66%); and

WHEREAS, The eight school districts of the TCC Region report an average attendance rate of 92.31% and an average graduation rate of 52.41%; and

WHEREAS, In 2015-16, the Alaska statewide dropout data for Alaska Native/American Indian students in Grades 7-12 shows a dropout rate of 8.9%, or 873 students; and

WHEREAS, There is a need to address grade level reading proficiency throughout the TCC Region and its benefits; and

WHEREAS, An organization, The Campaign for Grade-Level Reading, (www.http://gradelevelreading.net) is a national resource to mobilize and assist individuals, organizations, and institutions increase grade level reading, with 285 communities and 42 states already partnering with this organization.

NOW THEREFORE BE IT RESOLVED that the Tanana Chiefs Conference Full Board of Directors hereby makes grade level reading proficiency a priority in the TCC Region by directing the Tanana Chiefs Conference to join The Campaign for Grade-Level Reading and by directing staff to enlist parents, families, organizations, and widespread community partners to work together to meet this need, subject to the availability of funds.
