Tribal Government Services

Mission of the Program:

The mission of the program is to assist tribes in their efforts to build and strengthen their governments in the form they choose, and to assist tribal efforts in exercising sovereignty.

Main Goals of the Program:

  • To assist tribes in building and strengthening tribal government structures, functions, and procedures according to tribal design through development of written tribal law while protecting unwritten tribal values and practices.
    • Objectives: Assist tribes with constitutions, ordinances, enrollment, tribal court development, election processes, tribal fee land issues, tribal personnel policies, and tribal business efforts.
  • To assist tribal efforts in exercising tribal sovereignty
    • Objectives: Assist tribes in the operation of tribal courts in assertions of sovereignty, provide training through seminars, workshops, courses and publications, and advocate for tribal sovereignty.

History of the Program:

Tribal Operations is a basic Bureau of Indian Affairs program that became assumable by tribes and tribal consortiums through the Indian Self-Determination and Education Act of 1975. Tanana Chiefs assumed the program shortly after the passage of the Act, calling it "Village Government Services, " and incorporating it into the TCC Community and Natural Resources Department. The program name was later changed to "Tribal Government Services." Many tribes in the Region operate their own program under 638 Contracting, Compacting, or under EMOA agreements with Tanana Chiefs. The program provides general technical assistance to tribes in the region, direct services to those tribes that keep their program dollars at Tanana Chiefs, and contracts for services with tribes that have their own program dollars.
