Contract Health

The Contract Health program is in charge of a large variety of services, including but not limited to negotiating and implementing provider contracts, paying for related services to the oversight of patient travel and responding to numerous client requests to understand and resolve health care bills from private providers. The annual budget of Contract Health is equal to roughly one third of the entire Health Department within the Tanana Chiefs Conference. Other duties of Contract Health include:

  • Establish and monitor the annual budget for contracted care;
  • Negotiate and implement provider contracts and agreements with 353 vendors and 478 providers for private care in Fairbanks, Galena, Tok, and the Lower-48;
  • Identify funding sources in addition to the Indian Health Service and ensure their use prior to use of Indian Health Services and TCC funds.
  • Establish and verify beneficiary eligibility for Contract Health Services.
  • Update registration and verify medical necessity for patient care.
  • Issue purchase orders for contracted care and audit individual accounts to ensure compliance with nationally accepted billing procedures.
  • Enter procedures and diagnoses into the patient's health care database for continuity of care.
  • Issue payment denials and respond to payment denial appeals;
  • Keep current with trends in the state and national health care arenas; and
  • Protect the immediate and long-term interests of Tanana Chiefs Conference.

Duties of Contract Health related to Patient Travel:

  • General oversight for compliance with policies and annual budget
  • Obtain Medicaid extensions for transportation, meals, and lodging for clients while in Fairbanks;
  • Establish related policies;
  • Work with air carriers;
  • Issue return travel transportation authorizations;
  • Audit carrier statements and requests for payments; and
  • Respond to client needs for ground transportation while in Fairbanks, if applicable.
